queueing and maximum bandwidth



I am currently using FBSD 5.4
I have the following lines in pf.conf

altq on xl1 cbq bandwidth 100% queue { q2_default_in, q2_outside, q2_dns_in }
queue q2_default_in bandwidth 99% priority 1 cbq (default)
queue q2_outside bandwidth 352Kb priority 4 cbq (borrow)
queue q2_dns_in bandwidth 99% priority 7

This is the output of ifconfig

If I ran this command pfctl -vv -s queue, it would show that my
maximum bandwidth for xl1 is only 10Mbps. Well according to ifconfig,
xl1 is running at 100Mbps so I was hoping it would show 100Mbps in
pfctl.
I can solve the problem by manually using 100Mb but I'm just wondering
if it's a bug or something I've done wrong.
