Hi Matt,
In your pf.conf  you don't specify fxp0:
> int_if  = "bge0"
> ext_if1 = "re0"
> ext_if2 = "bge0"  # this should be fxp0 ?!

I cannot give you any more hands-on  info, since I haven't done this myself.
