that's a silly quoting bug, and for now I blame the parser for it..
in the meantime you can use 
fail_01 = '"172.16.1.0/24"'
fail_02 = '"10.94.164.0/24"'
all_fail = "{" $fail_01 $fail_02 "}"
Yes - double quoting w/ ' and " .. it's only needed, if /mask-bits
is used. a varset foobar = "1.1.1.1" barfoo = "2.2.2.2"
fb = "{" $foobar $barfoo "}"
works as intended
